I think that President Trump should just put Rob Emanuel on the sidelines and pass a Presidential Decree that Chicago will now become a ward of the Federal Government.
This would allow for a government police force and new federal judicial system and just build a wall around the South Side of Chicago and Bad, Bad, Lee Roy Brown. People who wished to leave would be required to have no arrests, no arrest warrants, no prison or jail record and no tattoos. They would also have to test negative for everything from Marijuana to heroin.
They would have to be able to read and understand the written word at a 12th grade level, do math at a 10th grade level, be able to name all 50 states, name the last four presidents and explain what George Washington and Abraham Lincoln meant to this country.
They would not be able to bring any weapons, drug paraphernalia
or non-prescription drugs with them.
Food would be brought in and distributed at centers, garbage would be picked up and burned in local incinerators to generate power.
