California produces 90% of all wine produced in the United States.
Last year (2013) this 662,818,311 million gallons.
Why doesn't the state impose a $1.00 a gallon on all wine produced in the state?
This would give California 2/3 of a billion dollars that's $662,818,311.00.
How about earmarking this money for elementary schools around the state. Grades Kindergarten through 6th. Then, perhaps the kids in California would learn how to read, spell, add, subtract, multiply and divided before they drop out of school in the 8th grade.
This would add what? Another 20 cents or less to a bottle of wine.
At that rate charge $2.00 a gallon tax and pull in well over a billion $$$$$$$$$$$$.

I forget that this would never happen because the Wicked Witch of the West, Nancy Pelosi and her ilk who own great tracts of wine grapes and vineyards would then whine and should be charged a "Whine Tax".
