When a fire breaks out the firemen attack the problem: first save lives; second douse the fire and secure the area; thirdly find who or what caused the fire. They do not upon hearing the alarm sit down discuss whose ass they can kick or whom they can blame should anything go wrong if they answer the call.
This second approach is the one which our esteemed leader Barrack Hussein Obama takes with every issue. Don't put out the fire, find some one to blame, then kick their ass, then start looking for ways to douse the fire, then look for bodies.
